Since 1996, Hart-Frederick Consultants P.C. (HFC) has been providing professional engineering, land surveying, and planning services to many communities and private clients in East Central Iowa. We are experienced in a wide range of water, wastewater, drainage, surveying, subdivision design, planning, and transportation engineering projects.

Our team is organized into two teams—the civil/municipal/environmental engineering team and the surveying/land development team. Both groups work together and are assisted by our support staff in coordinating all projects.

Engineering

They prepare designs and confer with IDNR and/or IDOT on design requirements, solicit all necessary and archeological clearances, and arrange plans and specifications for competitive bidding of the project. The team also provides construction administration, observation, and testing through the construction process.

Land Development Team

This team is involved in various types of surveys and right-of-way work, as well as the design, construction, and review of subdivisions. They have the technical skills in surveying, roadway design, utility layouts, drainage evaluations, and providing solutions to right-of-way issues.

Planning

HFC assists clients with the development and implementation of long-range planning by providing funding research, grant writing, land use planning, and zoning services.

Our staff aids in developing capital improvement budgeting and planning. We work closely with bond counsels, the Department of Economic Development, IDNR for low-interest sewer and drinking water loans, FEMA assistance, and IDOT for grants for many of our street and highway projects.
